What is this?
The authorised representative, also referred to as administrative representative or mandatory agent, is appointed by the producer to fulfil EPR obligations on its behalf. In many European countries, companies placing products on the market without being established there are required to appoint one.
From 12 August 2026, Article 45(3) of the PPWR extends this obligation across all EU member states for packaged products. In France, Article L. 541-10-9-1 of the Environmental Code has imposed this requirement since 10 July 2026 for all EPR streams.

Any company established in one EU member state and placing EPR-regulated products on the market in another European country where it has no legal entity.
